Minutes of the Shadwell Neighbourhood Plan Steering Group
Held on Thursday, 9 April 2015 at Shadwell Library

Item 1 – Apologies for absence

Item 3 – Review of Membership
As above. It was noted that Steve remains as Webmaster. Andy McKinley unable to attend at present due to work commitments.
Item 4 – Update on NP Draft v.1
Peter went through the Draft Plan commenting that the numbering system will change when completed.
Various maps were studied, including those showing the Village envelope, LDF Map showing Green Belt/village boundary, protected playing fields, Green corridors, etc. Discussion took place as to the status of the former Cricket Field. (Noted that to avoid confusion, we should also call the ground Former Cricket Field)
The projected timing for site allocation is summer to autumn 2015.
A map of PROWs to be included in the map. It is hoped that a claimed footpath near Wainscott Cottage will be added to the Definitive Map. This is being pursued by the PC.
Holywell Lane Park is the only Green Space in Shadwell as defined by the Core Strategy. Other areas identified include, Village Green, Churchyard, bus terminus, Dan Quarry and Pitts Wood. JT to re-send details of ownership of possible green site on Hobberley Lane. PC to contact the owner. This is mentioned in the Draft Plan
Design and Heritage: A map showing existing Conservation Area, listed buildings and positive buildings as detailed in the CA. A line has also been drawn around the proposed Holywell Triangle CA.
Significant Views: These were discussed and agreed. These should be preserved.
Page 14: Two polices refer to Good Design. Peter advised that there is a check list which he will go through to ensure we have the evidence and it is robust and the wording of the policies correct.
2.1.2: It was agreed that the Vision and Objectives has been through the consultation process.
Natural Environment: PB has identified the main space and talked about Green belt, countryside and trees, etc. Development would only be supported within the village envelope. This may have to be re-worded.
Trees within proposed development areas have been highlighted. This would also apply to the building of extensions.
Development within the green space has been highlighted. We should aim to achieve the targets set out with the Core Strategy.
Allotments: DP to ascertain how many are on the waiting list.
Peter asked for more information on Village Hall, Rec Centre, Methodist Church, Scout Hut and Library. DP to obtain information.
Seating/Benches: PC to forward ideas for locations to Peter.
Development of Village amenities was discussed and agreed.
Transport: It is difficult to make policies. Peter read out suggestions.
Item 5 – Possible Grant Funding
Nothing to report. JT thinks the new funding will be similar to the grant previously received but will run for 6 monthly periods. He and Peter will discuss.
Peter will send Parish Clerk a statement of account. PC will need to ensure funds are available if no further grant is received.
Item 6 – Next Steps
Peter will forward alterations as agreed around the group. Peter will ensure we have justification for issues in the NP and then send to Ian Mackay for his comments. We then go to pre-submission consultation with the village, interested parties, stakeholders, etc. This could possibly take place in July or, alternatively, September – largely dependent of Ian Mackay’s response time. We then submit the plan to the LCC officer for examination and then referendum.
Item 7 – Cost of printing
NM reported figures received for printing the final plan. Assuming 30 sides of A4, the cost would be approximately ₤1400 for 1000 copies.
Item 8 – Any Other Business
A condition statement is required which Peter will prepare.
Item 9 – Date of Next Meeting
To Be arranged following comments from Ian Mackay.
