Minutes of the Shadwell Neighbourhood Plan Steering Group

Held on Thursday, 6 February 2014 at Shadwell Library

 

PRESENT: Debbie Potter (Chair), Ian Halmshaw, Helen Jordan, Jeremy Thompson, Denise Trickett

Item 1 – Apologies for absence

Item 2 – Peter Baker

Mr Baker has previously dealt with Village Design Statements, but has not been directly involved with any Neighbourhood Plans. He is a Planner/Architect by profession and works for the Civic Trust in Planning.

A general discussion took place, with Mr Baker advising the group.

  • We need to look at the village now – including businesses, businesses being operated from home and those home working.
  • Present community facilities and future community facilities.
  • Howe transport may change in the future.
  • Cycle provision.
  • Special Preservation.
  • Building Quality.
  • Conservation Area.
  • Need to show that we have looked at different ways of doing things.
  • Work on the census – population forecast of the village.
  • Control how development happens– eg changing a shop into a house.
  • Action plan of how we can improve facilities/life in the village.
  • Young people/school children to be included – what do they like about the village
  • Everything needs to be evidence based.

He offered to create a ‘Road Map’ – from the group’s NP Process. He could, if employed, advise us on the process – how to proceed – how to develop the plan.

After Mr Baker left the meeting, the group voted to employ Mr Baker on an ad hoc basis at a rate of ₤60.00 per hour. This will be met by the grant obtained from Locality.

 

Item 3 – Minutes

The meeting of the 28 October 2013 was a working meeting to produce the SWOT analysis previously circulated.

The meeting of the 3 December 2013 was an informal meeting – un-minuted.

 

Item 4 – Update from Town and Parish Council Forum

The Chairman had recently attended the annual forum and reported that:

Nationally, only 4 NPs have passed referendum. 630 areas have been designated. 54 draft plans produced. Leeds has 21 designations.

LCC is committed to building on brown field sites first and to protect the green belt. A letter from the Planning Inspector is expected imminently to give an idea of the scale and spread of housing development sites.

LCC has given help with Draft Visions and emerging policies, and provided groups with evidence. It was re-iterated that we must record everything that takes place.

LCC will produce a newsletter to help groups (first one in February) and a guide to Sustainability.

We were urged to write our Consultation Document now. One person should have responsibility for this.

We should look at Boston Spa’s Vision and it’s consultation with young people. Collingham and Linton have a Draft policy, and have also carried out a skills audit.

 

Item 5 – Update of Student Help

Ian Mackay has met and interviewed a student who would work with the Group for 70 hours over a 10 week period. It was agreed to arrange to meet this person as soon as possible.

 

Item 6 – Project plan

This needs to be updated but will be covered by Peter Baker in the road map.

 

Item 7 – Locality Grant Reporting

The Chair produced a draft for the report and this was accepted once updated to reflect decisions taken at this meeting. Helen offered to take this on in future.

If was formally minuted that Shadwell Neighbourhood Plan Group was awarded a grant by Locality for ₤7000 from Supporting Communities in Neighbourhood Planning fund. This grant is managed by Community Development Foundation (CDF) .

 

Item 8 - Matters Arising

It was agreed we should contact Boston Spa to ascertain how they engaged with young people.

A discussion took place as to whether we should endeavour to increase the size of the Steering Group. It was agreed not to do this at the present time.

 

Item 9 – Date of Next Meetings

The next meetings to be held in the Library will be on

  • Thursday, 27 February – 8 pm.
  • Monday, 24 March – 8 pm
