Minutes of the Shadwell Neighbourhood Plan Steering Group
Held on Tuesday, 21 October 2014 at Shadwell Library

Item 4 – Update on Meeting with Ian Mackay
The meeting had been attended by PB, JT and DP. IM was impressed with the Issues and Options document, but made a number of suggestions for change, some of which have now been incorporated by PB. The updated version had been forwarded to members.
The Core Strategy has been approved by the Inspector and will be rubber stamped by the Plans Panel, probably in November. Site Allocations will not be finalised until (probably) summer 2015. There are sites still coming forward (which could include ourselves) but we will not be informed of these in advance of the Site Allocations being finalised and the report written. After that, members(LCC) will discuss/review.
Item 5 – Latest Draft of Issues and Options document
Covered above.
DP was asked to obtain from the PC various minutes confirming the decision to create a Neighbourhood plan, a copy of the newsletter appealing for volunteers, and the open meeting on 26 June 2012.
IH to supply copy of Questionnaire.
DP to forward Steering Group minutes to PB.
(NB Please note following comments from Graham Smith: 3.1.4 Listed Buildings. The actual buildings are noted but nothing is mentioned about the Positive Buildings as highlighted within the Conservation Area of the Appraisal and Management Plan as produced by Leeds City Council. These should be included as they are part of history of the village)
Item 6 – Date for Open Day
Saturday, 29 November in the Scout Hut from 10 am till 1 pm.
DP to contact Scout Master to book the date, and produce 'advert' for Shadwell News.
JT to produce banner for outside the Hut.
IH to produce a flyer for house to house delivery. (PB to forward ideas for flyer to IH)
DP to ask Parish Council Clerk to photocopy the flyer.
Committee to deliver.
Display boards are available from History Society, D Pick, and our own. This should give 16 sides in total.
Peter will do the précises on each Issue and Option (as highlighted in Green in the document). HJ will take photographs around the village for inclusion and send these on a disc to PB.
A form is to be produced for attendees to register interest and to fill in with answers to questions. These will be left at the event. PB to draft suitable form. We will need 50 copies of these forms.
Also required: Post-it notes and pens (DP)

Item 8 – Information from Service Providers
It has been difficult to find out any information. It was agreed that DP should ask the PC to contact IM requesting information on any planned maintenance programmes over the next 5 years for Water, Gas, Electricity, Drainage and Broadband, and if there are any issues of which the service providers are aware.
Item 9 – To consider liklehood of health centre in Shadwell
JT to deal with this.
Item 10 – Allotments
There are 6 in the village, plus a private garden scheme. There is a waiting list. Land for allotments is difficult to find.
Item 11 – Land off Hobberley Lane as Greenspace
JT to find out who owns this field.
Item 12 – Grant
Monies unspent by 31.12.14 will need to be returned. Accounts should be submitted speedily to the Parish Council
NB – Accounts are agreed at PC meetings – December meeting is 8th. Accounts to be with Clerk by 1st December.

IH to contact Steve Gee.

HJ asked if the Geography student had been mentioned to IM. It was confirmed that he had.
Item 15 – Date of Next Meeting
Thursday, 13 November to discuss the Open Day.
