Minutes of the Shadwell Neighbourhood Plan Steering Group

Held on Thursday, 17 July 2014 at Shadwell Library

 

PRESENT: Debbie Potter (Chair), Helen Jordan, Nick Manaton, Alice Pratt, Jeremy Thompson, Denise Trickett, Graham Smith

Item 1 – Apologies for absence

Item 2 – Minutes from 16 June 2014

These had not been received. No doubt Andy has this in hand.

 

Item 3 – Work carried out on Draft Plan

­Some members had already sent their comments to Alice. It was agreed that the deadline for comments will be 24 July.

Denise questioned our decisions on policy. She felt that we had not had this discussion. She queried, as an example, the need for retirement houses. Given that this was a major issue in responses to the questionnaire, it seemed to have been dismissed. Jeremy agreed to revisit this issue.

Peter had looked at census figures from 2001 and 2011, and these indicated a slight decrease in Shadwell’s population as a whole. Further details showed that in the 65+ age range, 14.6% in Leeds as a whole, compared to 22.6% in Shadwell. In the 18 – 29 age group: 21.2% in Leeds, compared to 8.1% in Shadwell.

Taking these figures into account, Peter queried whether there should be more affordable housing in the parish to help these people stay in Shadwell. Peter will email figures around the group.

 

Item 4 – Next Steps

After the 24 July, Alice will send the results from the comments received to Peter who will then edit the draft plan. He will then resend it.

Alice will finalise the Introduction once the edit has been completed.

Members need to send comments on the edit back to Peter by 27 August. Peter will re-edit and send out again.

We will then be ready to hold another public consultation and this will be held in mid-October.

The group should consider any new possible Rights of Way to link existing paths together. Debbie to check on the existence of the SSSI in Gateland Lane. Peter has identified 6 areas of woodland.

 

Item 5 – Report on meeting with school

Denise and Helen had visited the primary school and met with the school council – a group of some 15 children representing each class. The discussion was most useful, with the children highlighting areas which are important to them, such as feeling safe, quiet, rural, and areas they did not like such as narrow pavements, traffic.

Helen will send the details of these discussions around the group.

The school Council will go back to their individual classes to discuss the outcome of the meeting and the results will be sent back to our group. It was felt that we should add quotes to the final plan.

 

Item 6 – NP Grant

Debbie reported that this had to be spent by the end of December. We will obviously not have spent very much of the money by this date, and a discussion took place on how this could be achieved.

Peter suggested we should talk to Ian MacKay about this issue and also update him on the plan. Debbie to ring Ian to set up a meeting with herself and Peter plus a.n.other

 

Item 7 – Membership

Debbie confirmed that the membership of the group had been agreed by the Parish Council. Members are as appear on the Present/Apologies above. Membership requirements are set out in the Terms of Reference and these seem appropriate.

 

Item 8 – Website

Steve has sent an email to state that he will update the Website.

 

Item 9 – Any other business

Debbie mentioned that a Traffic Calming survey had been undertaken by the Parish Council. The results from this will be fed into the NP.

This will be on Tuesday, 16 September at 8.00 pm in the Library.
